If you have a night hang out business, what could be the best effective way to lure customers? I think offline promotion should be prioritized.

Not unless your expected clients are foreigners, online advertising is a must. However for local clients, offline advertising should be the main focus.

Local ad publishers would help. You can tap local radio broadcast too. Having a nice website can also help in the promotion.
